Every fine-tuning task Crucible is managing. The daemon detects delivery, exhausts every download path 0G offers, records the outcome — including the failure, when it fails — and releases the queue with acknowledgeDeliverable. It cannot repair a broken retrieval path; what it guarantees is notice, not the artifact.
